Losar festival brings monk ceremonies and street color, but heavy snow can close mountain roads mid-month
February is the coldest stretch — Dharamshala dips to 1-9°C, and the occasional snowfall reaches even the lower town (though it melts within hours). The Dhauladhar peaks are heavily snow-loaded and dramatic when clouds break. Kangra Valley stays brown and dormant. The first signs of spring appear only in the last week — almond trees start budding. Tourist numbers stay below 8,000. This is bargain-basement Himachal.
The February story
The honest pitch for February Dharamshala: it is cold, it is quiet, and it is cheap. But there are reasons to come. The Norbulingka Institute (Tibetan arts centre, 5 km from town) runs workshops in thangka painting and woodwork that are easier to join in low season — fewer participants, more instructor time. The Kangra Fort (20 km away, one of the oldest dated forts in India, mentioned by Alexander's historians) is atmospheric in winter mist. Masroor Rock Cut Temple is still empty and powerful. The tea gardens start showing the faintest green by late February. The local dhaba scene in Dharamshala proper is underrated — Kangri dham (traditional Himachali feast served on leaf plates) is available at some local restaurants and costs Rs 200-300 for a full thali that would be Rs 600+ at a tourist spot. Hotel rates remain at 40-50% off. The civil hospital is 10 minutes from the main bazaar. Roads are clear — no snow issues on the approach from Pathankot or Chandigarh.
