March at Khardung La is when BRO begins its summer-season snow-clearance operation. Crews from the 753 Border Roads Task Force start working from South Pulu (15km below the pass on the Leh side) and Khalsar (40km below on the Nubra side) and push toward the top through the month. Daytime at the pass climbs to -15C, nights still -25C. The road remains firmly closed to civilian traffic. Tourist access stays zero. Leh itself is just starting to thaw, with daily air-temperature highs at 5-8C. The Inner Line Permit office at the LAHDC complex in Leh will not issue Khardung La permits until BRO declares the road safe — typically late May. Wait.
