The meadow that was an Indian Army firing range until 2014 — when unexploded ordnance was cleared and it was returned to public access — is inaccessible. The surrounding villages in Budgam district are snowbound. No trekking, no access, no services. The mines are gone but the snow isn't.
The January story
No access. Tosamaidan is sealed under snow. The backstory is what makes this meadow extraordinary: the Indian Army used this 31 sq km grassland as a firing range from the 1960s to 2014. Thousands of unexploded shells were embedded in the soil. Local villagers — Gujjar shepherds who had grazed here for generations — were killed and maimed by ordnance for decades. A sustained campaign by local activists, particularly Mian Qayyoom, led to the Army's withdrawal and a massive demining operation. The meadow was officially returned to public use in 2014. When you eventually trek here, you're walking on ground that was literally reclaimed from military occupation — one of independent India's most significant environmental-justice victories. Plan for June or September.
