Andaman Sea swell averages 4-5 metres on the route from Havelock and Port Blair, the southwest monsoon is at full strength, and no live-aboard operator has run a Barren charter in the month since the route opened to commercial diving. The Forest Department tourism permit window remains shut. Coast Guard advisories restrict private vessel movement near the cone exclusion zone. Underwater visibility at the named dive sites collapses to under 5 metres as the volcanic plume disperses through the water column. There is no workaround - the dive-cruise model is the only legal access and the model does not run in July.
