Indian Coffee House is a warm refuge with its reliable filter coffee and 1950s ambience. Lakkar Bazaar vendors are desperate for sales — woodwork, shawls, and Kullu caps at 40-50% below peak prices. Cecil Hotel high tea becomes genuinely appealing when it's cold and grey outside. IGMC Hospital provides medical security. Room rates crater: ₹700-1,200 for places charging ₹3,000-4,000 in May. But be honest with yourself — if you're not someone who finds empty hill stations meditative, November Shimla will feel sad rather than peaceful. The first snowfall sometimes arrives late November, transforming everything overnight, but planning a trip around a maybe is not strategy.
