The southwest monsoon does begin to ease in the last week — second-half August is when domestic Goan visitors return for monsoon-green-Goa drives, but South Goa beaches stay coast-guard red-flag and Forest Department shack-zone empty. Independence Day weekend (August 15-17) brings a noticeable hotel-bump in North Goa (Calangute, Anjuna) — South Goa stays muted. Agonda accommodations sit closed or skeleton-staffed; Cabo de Rama Fort road washes out in pockets. Bonderam (Divar Island flag festival, 4th Saturday August) is a Goan day-trip draw but unrelated to Agonda. Wait for the October 1 shack-cycle reopening for the proper trip.
