Kullu is the district headquarters of the Kullu Valley, known as the Valley of Gods because every village has its own deity. Kullu Dussehra is a week-long festival (October) where 300+ local deities are brought to Kullu on palanquins — unlike anywhere else in India. The Beas river offers excellent rafting. Great Himalayan National Park (UNESCO) is accessed from here. Most tourists blow through Kullu heading to Manali, missing the actual cultural heart of the valley.
